If the compost is built right from the start there should be little need to turn it.
Best method is a layer of loose plant matter hay weeds grassing clippings vegetable scraps with just the right moisture not to dry not to wet. sprinkle of lime, then a thin layer of manure , repeat till it is a decent size. You can also add The Biodynamic Preparations which will put in the right bacteria into the pile. In a few days it should reach peak heat & remain there for a few days where it will begin to drop. Earth worms then move in and finish it off . Leaving when it is ready.
This process can take 6 months. However if it is not getting warm you need to turn add more lime perhaps some more manure and rebuild as stated.
Putting the outer layer into the middle area.
To ensure adequate oxygen if you live in a wet place or the material is already quite wet you can put thin pipes through it which gives adequate ventilation.
All a learning curve to get the balance right.
Also by turning you can speed up the composting process quite substantially.
