Recurring urinary tract infection (UTI) in our 6 year old daughter?

My 6 year old daughter has had a history of recurrent cystitis (at least 3 per year for the last two years) with a frequent and painful urination and high leucocytes count in urine, even though bacteria were not isolated in sterile urine. What may be causing this and what can we do?
