Your first consideration should be your content and your objective.  What are you trying to accomplish with this website?  Websites can be used to advertise a business, sell a product, provide a service, start a club, play a game, spread awareness, organize people in your community, etc.  Deciding what your website will do for your visitors and for yourself should be your first consideration, and all other considerations (domain names, content management, hosting options, scripts, promotion, etc.) will be based off those decisions.
